  • 摘要: 天保工程的实施给国有林区造成的不仅有因木材减产限产造成的直接经济损失，而且还有木材加工行业萎缩、企业资金不足无法投入高产项目、难以形成新的经济增长点等间接损失。同时工程本身对国有林区的社会经济发展也产生了有利于多产业发展的积极影响。
