重点保护野生动物肇事特点及解决途径

Characteristics and Resolve Measures of Damage Accidents Resulted by National Key Protected Wild Animals in China

摘要: 中国地域辽阔，具有多种自然环境和气候条件，动植物资源十分丰富。近年来随着生态环境的改善，一些重点保护野生动物肇事现象日趋严重，事件本身情况非常复杂。因此，为了既能有效地保护重点野生动物，又能维护受害群众的合法权益，必须了解我国野生动物肇事问题的特点，提出有效的解决途径。在对我国野生动物肇事问题特点进行分析的基础上，探索在现有法规和经济条件下对重点保护野生动物肇事所造成的经济损失进行合理补偿的方式及途径非常迫切。

Abstract: China is a country with vast territory and abundant resources of animals and plants. With the improvements of ecological environment, the damage accidents resulted by national key protected wild animals have become more serious and complicated. It is necessary to investigate the problems and characteristics of the accidents and put forward effective resolve measures to protect the wild animals efficiently and defend the legal rights of victims. Based on analyzing the characteristics of the accidents, this paper discusses the reasonable compensation measures on the accidents under the current law and economic condition.
