The Internal Demand and Supply Features of Rural Revitalization Policies: An Quantitative Analysis Based on Texts of Agriculture-related Policy Documents from 2013—2023

The root of the overall revitalization of the countryside lies in the systematic elimination of the dual structure of workers, peasants and urban and rural areas. Based on this, this paper constructs a six dimensional framework for reviewing the content of rural revitalization policy, which is "modern agricultural industrial system-modern agricultural production system-modern agricultural operation system-overall urban and rural development-new urbanization construction-deepening the reform of the system and mechanism", and takes 658 policies related to “agriculture, rural areas and farmers” issued by the central level since 2013 to summarize the supply characteristics of the rural revitalization policy using ROST software. The research shows that: 1) The adjustment of rural revitalization policy structure is consistent with the theoretical needs of cracking the dual economic and social structure. 2) The content of rural revitalization policies is broad and comprehensive. 3) The goal of rural revitalization policy has obvious phased characteristics and has begun to take on the characteristics of modernization. 4) The establishment of a monitoring and feedback mechanism is receiving increasing attention. Finally, this article gives the prospects for rural revitalization policies.
