Legislations Abroad for Forest Biological Disaster: Taking the United States of America, Japan, Germany and New Zealand as Examples

Abstract
Forest biological disaster has aroused great attentions in the world for its serious ecological, economic and societal losses. There have been a series of international legislations related to forest biological disaster. The United States of America, Germany, Japan and New Zealand have strengthened the relevant legislations and constructed their own distinctive municipal legislative systems for forest biological disaster. As one of few countries that suffer from forest biological disaster most seriously, legislations for forest biological disaster in China have some defects. We can learn from municipal legislations in the above four countries.
