Abstract:
Evaluation on regional development potential of forest biomass energy is foundational and
prerequisite for reasonably and effectively developing and utilizing the forest biomass energy, which
affects its future development scale, development strategy, and development sustainability. Based on the
data of 31 provinces and regions in China in 2013, this paper constructed a comprehensive evaluation
index system for the regional development potential of forest biomass energy using PSR (Pressure-State-
Response) theory model, and then evaluated the development potential of forest biomass energy in each
province and city while combining the entropy weight method and TOPSIS ( Technique for Order
Preference by Similarity to an Ideal Solution) method. The development potential of forest biomass energy
in each province and region was graded into 4 levels of excellent, good, general, and poor. Further, this
paper pointed out the main reasons that hindered the development of forest biomass energy, and proposed
the corresponding countermeasures and suggestions, aiming at providing some references for the industry
development and the related policy-making.
