我国国家公园门票收费原则与模式选择研究

Charging Principle and Mode Selection of National Park Tickets in China

  • 摘要: 国家公园建设应坚持全民公益性,提供给公众亲近自然、体验自然、感受自然的机会,适当开展科普教育、游憩体验等活动,充分体现全民共建共享的理念。介绍了我国第一批国家公园建设的基本情况,剖析了国家公园门票收费的合理性和必要性,梳理了我国国家公园部分景区的门票收费标准,然后选取美国、加拿大、南非、德国、英国、韩国的代表性国家公园为典型案例,分析了国家公园的收费标准,在此基础上指出我国国家公园门票收费应坚持公益性、公平性、合理性、多元化、差异化等原则,并提出了我国国家公园门票收费的具体做法,以期为国家公园建设提供借鉴和参考,从而有效体现国家公园全民公益性,满足人民群众对美好生态产品的需求。

     

    Abstract: The construction of national parks should adhere to the public welfare of the whole people, provide people with opportunities to get close to nature, experience nature and feel nature, and fully reflect the concept of joint construction and sharing by the whole people. This paper introduces the basic situation of the first batch of national parks in China, analyzes the rationality and necessity of national park ticket fees, and then selects the United States, Canada, South Africa, Germany, the United Kingdom, South Korea and other countries as typical cases to analyze the charging standards of representative national parks. On this basis, it points out that China's national park ticket fees should adhere to the principles of public welfare, fairness, rationality, diversification and differentiation, and puts forward specific practices of ticket charging in national parks, in order to provide reference for the construction of national parks, so as to fully reflect the public welfare of national parks and meet the people's demand for beautiful ecological products.
