民众志愿守护与英国达特莫尔国家公园的建立

  • 摘要: 1840年以降,英国大众报业和公民教育逐步增强了自然知识的社会属性。此后,英国德文郡及近乡居民对达特莫尔荒原的热爱之情和保护行动通过报刊撰稿人和教育者的生动言说,引发了外乡民众对达特莫尔荒原的无限遐思。至1951年国家公园建立前,达特莫尔荒原已成为英国民众心中“风景如画之不列颠”的重要组成部分。历史经验表明,地方民众在充分的人地互动中得出的环保经验,能够在大众媒体和大众教育的传播下成为全民共享的环保理念。此种汇集民众智慧的环保选择,既能为我国国家公园的选建及管理节约大量的社会成本,亦能促使我国国家公园建设事业更好地满足民众的自然审美及户外休闲需求。

     

    Abstract: The paradigm of environmental history aims to explore the relationship between national parks and citizens' conception of nature through the interaction between nature and man. In the 1840s, mass newspapers and civic education in Britain gradually enhanced the social attributes of natural knowledge. Since then, the preservation of Dartmoor by the local people and residents of Devon, through the vivid words of newspaper writers and educators, has aroused the infinite love of people outside Dartmoor. When British authority founded National Park in 1951, Dartmoor became essential to the public's vision of "picturesque Britain". From the perspective of environmental history, the ecological preservation experience gained by local people in the interaction between nature and man tended to become the ecological protection concept shared by the whole people with the help of mass media and mass education. The kind of environmental protection choice that gathers people's wisdom, can save a lot of social costs in the selection and management of national parks in China, and promotes the construction of national parks in China to meet people's needs of natural aesthetics and outdoor leisure.
