对以国家公园为主体的自然保护地体系人类活动管理的反思

Reflections on Management of Human Activities in Protected Area System with National Park as Its Mainbody in China

  • 摘要: 我国以国家公园为主体的自然保护地体系对人类活动长期以来采用近似“黑名单”的管理方式,并在很多方面“一刀切”,相关问责也以此为据,这种管理方式值得反思。最新出台的政策法规对国家公园核心保护区与一般控制区内允许的人类活动留出了一些弹性空间,但仍有对国家公园核心保护区内人类活动近乎“一刀切”的严格限制和屡见不鲜的不合理问责等问题。问题成因既有相关管理部门对“最严格的保护”科学含义的认知不清和政策法规的不科学之处,更是对人类活动监管的信息获取、传递方式与保护效果脱节所致——这导致了从面上工作而言的上级“政府”失灵。人类活动信息的正负外部性在不同层级政府(及管理机构)间是不对称分布的,相关权责利不匹配,加之督察、问责等获取信息的方式与日常管理不同,这共同造成了信息不对称下的激励不相容,自然保护地管理机构因此宁“左”勿“右”,在促进人与自然和谐共生上懒政。建议从正在进行体制改革的国家公园开始,对自然保护地内人类活动采用与白名单对应的适应性管理方式,通过体制改革调整人类活动信息在不同层级机构和政府部门之间的正负外部性分布,使基层机构的信息获取、传递形成激励相容,以有效的人类活动信息来支撑适应性管理。

     

    Abstract: It is usual to control human activities by blacklist measures for the protected area system with national park as its mainbody in China, which tends to one-size-fits-all in reality and implemented as accordance for accountability. In view of its bad effects on many occasions, it should be reflected scientifically. Some measures have been adjusted in policy and law latest released, which give resilient measures for some human activities for both core zone and general control zone in national park. However, one-size-fits-all policy to prohibit human activities in core zone in principle and unreasonable accountability still exists. The attributing factors of these issues can be concluded as three: ① the relevant administrative departments have an unclear understanding of the scientific meaning of "the strictest protection"; ② antiquated and unscientific policies and laws; ③ the mode of information collection and transmission of human activities can't match the needs of conservation. All of these result in upper level government failure on most occasions. It is analysed that positive and negative externalities from the information of human activities are asymmetrically distributed among different levels of government (and management institutions), and the related rights, responsibilities and interests do not match. In addition, the ways of obtaining information such as supervision and accountability are different from those of daily management. These lead to incompatible incentive on the occasion of information asymmetry. Consequently, it is safe to prefer "left" rather than "right" for the management agencies of protected areas, which tend to sloth administration especially in the field of promoting harmonious coexistence between humans and nature. Based on the views as above, it should be adopted that human activities are controlled by adapted management with white list, accordingly, the distribution of positive and negative externalities from the information of human activities should be adjusted among government and management agency of different level, so that the compatible incentive can be formed for the information collection and transmission by grass root administration, and adaptive management for human activities can be realized based on valid information mechanism.
