Abstract:
The multiple functions and values of forests provide a material basis for the realization of ecological product value. Promoting the realization of ecological product value is an important approach to reconcile economic development with ecological protection. Based on the perspective of 'right confirmation - decentralization - power utilization', this paper explains the logic of realizing forest ecological product value from aspects such as the principal-agent mechanism, the real demands of forest rights holders, market power, and the promotion and adjustment of collective forest property rights system reform and property rights changes; it categorizes the value of forest ecological products into material supply, cultural services, and regulating services, and discusses the pathways for realizing the value of these three types of ecological products. The results indicate: ①Confirmation of rights lays the foundation for market-oriented allocation, decentralization realizes the market-oriented flow of property rights elements, and the use of rights stimulates the innovation vitality of business entities through the expansion of power; ② Differentiated pathways should be adopted according to the characteristics of forest ecological products, that is, material supply should rely on market dominance, cultural services should take advantage of the collaboration between government and market, and regulating services should be government-led; ③ It is necessary to resolve the mechanism barriers such as information misalignment, difficulty in realization, and financing challenges between the principal and agent by enhancing information exchange, reshaping industries, and coordinating financial support mechanisms to enrich the supply of the value realization mechanism, providing institutional guarantees for the realization of forest ecological product value.
