林业信贷产品的信息效率研究

摘要: 从机制设计理论出发,根据我国林业生产的基本经济特征,分析了林业信贷产品的信息效率。理论模型分析结果表明,林权抵押贷款是最优选择,次优选择则是联保贷款而非关系型信贷。基于研究结果,提出要增强金融机构竞争程度,完善林区勘界确权、林权证管理及其流通体系,大力发展资产评估和担保机构,推进贷款贴息、森林保险、林木砍伐和生态补偿等制度建设。

Abstract: Based on mechanism design theory, this paper analyzes information efficiency of forestry credit products according to the fundamental economic features of forestry production in China. Theory model analysis shows that forestry property rights mortgage loan is the optimal choice, joint guarantee loan is the suboptimal choice. The authors put forward following suggestions: enhancing competition between financial institutions, perfecting boundary demarcation and confirmation of land right, forest right certification management and its circulation system, developing asset evaluation and guarantee agencies, improving system construction of discount loan, forest insurance, logging and eco鄄compensation.
