西部地区新农村建设中经济与环境协同发展研究——基于SWOT模型的视角

Coordination Development between Economics and Environment in New Rural Construction in Western China：from Perspective of SWOT Model

摘要: 运用系统分析的思想，全面分析了西部地区新农村建设中经济与环境协同发展的优势、劣势、机会和威胁等因素，提出了西部地区新农村建设中经济与环境协同发展的总体战略、基本原则和战略对策。西部地区应立足实际，实施差异化的主体功能区协同战略；发挥后发优势，严把西部农村地区的产业准入门槛；转变发展方式，积极防治新农村建设中的环境问题；进行分区考核，促进城乡的环保一体化。

Abstract: Using system analysis theory, this paper analyzes the strength factor, weakness factor, opportunity factor and threat factor of coordinate development between economics and environment in the new rural construction in Chinese western region. It points out the overall strategy, principals and policy suggestions of coordinate development between economics and environment to provide references for government decision-making. Western region should take differentiation strategy in main functional regions, take advantages of backwardness and build strict industry access system, change development mode and solve environment problems, carry out division assessment and promote urban and rural environmental protection.
