非法采伐及其贸易的治理: 生态供应链的视角

摘要: 非法采伐对全球林产品贸易产生了严重的影响,减少了森林面积,对人类的生态环境造成了很大的危害。研 究非法采伐及其贸易治理的政策措施,通过对贸易链下生产国、加工国和消费国对非法采伐措施的评析,指出政策 控制的现状,在此基础上提出建设生态供应链。通过对中国林产品进出口状况的分析,指出中国在全球木质林产 品贸易链中主要处于加工国角色,最后结合生态供应链,从政府和企业两个层面提出了中国的主要应对政策。Abstract: Illegal logging has greatly influenced global forestry product trade. It reduces forest area and causes great harm to ecological environment. This paper studies the policies regarding the governance of illegal logging and trading of wood. Through the analysis of the measures taken by producing, processing and consuming counties to deal with the illegal logging, the paper discusses the present conditions of the policies of governance and puts forward the construction of ecological supply chain system. By analyzing China's import and export situation of forestry product, the paper gets the result that China plays the role of a processing country in the global trading chain of wood forestry product. Finally with regard to the ecological supply chain, it proposes main coping policies for both the government and enterprises.
