北京地区高校科技创新能力转化评价的实证研究

Empirical Study on Evaluation of Transformation of Scientific and Technological Innovation Ability of Colleges and Universities in Beijing

  • 摘要: 近年来,高校科技创新能力在推动我国科技进步和经济发展中发挥着重要作用,如何提高高校科技创新能力转化是影响科技进步的主要因素。制定科学、完善的科技创新能力评价体系是高校科技创新能力转化的重要政策导向。目前,国内大学侧重于大学教学和科研的评价研究,但对创新能力转化的研究欠缺。从科技创新投入、科研人员的积极性、高校科研制度的安排、市场转化机制4方面分析了高校科技创新能力转化的影响因素,构建了科技创新能力转化指标体系。运用模糊综合评价模型,对北京地区6所高校科技创新能力转化进行实证研究。通过研究,提出了高校既要加强经费和研发人员的投入,也要建立切实有效的激励制度,以最大限度地提高高校科技创新能力的转化。

     

    Abstract: In recent years, science and technology innovation plays an important role in promoting scientific and technological progress and economic development. How to improve the transformation ability of science and technology innovation is the main factor affecting the development of science and technology in China. Currently, evaluation studies in Chinese universities mostly focus on the evaluation of university teaching and research but lack of the research of innovation transformation. This paper analyzes four factors influencing transformation of technology innovation, i.e. the input of scientific and technological innovation, the enthusiasm of researchers, the arrangements of university research system and the market transformation system to construct the index system of the transformation ability of science and technology innovation. Using fuzzy comprehensive evaluation model, empirical study on transformation ability of science and technology innovation in six universities in Beijing are carried out. Countermeasures are proposed for universities to promote the transformation ability, such as strengthening the commitment both in financial support and RD personnel, establishing an effective incentive system.
