水源区生态输水治理补偿标准研究——以东北沟流域为例

Compensatory Standard of Ecological Water Transmission Control in Water Source Areas:Taking Northeast Ditch Basin for Example

  • 摘要: 利用成本收益分析方法,以东北沟流域为例,探讨了生态输水治理的补偿标准。从直接投入费用和机会成本的角度分析生态输水治理的总成本,以生态价值的增加作为生态输水治理的收入。引入用水效益系数作为生态收益分区的标准,确定出对东北沟流域的生态补偿标准。结果表明:生态输水治理后总的生态收入为每年16 317 670.98元,受水区每年享受了77.4%的生态收入,水源区每年享受了22.6%的生态收入。水源区承担生态输水治理的全部成本,生态输水工程实施后,受水区给水源区补偿标准应为每年2 258 637.48元。

     

    Abstract: With the analysis of cost-benefit and taking the northeast ditch basin for example, this paper builds the compensatory standard of ecological water transmission control. In view of direct investment and opportunity cost, the authors analyze the total cost of ecological water transmission control taking the increase of ecological value as the income. The water efficiency coefficient is considered as the division standard of ecological income. Result shows that the water efficiency coefficient is 774 percent for intake area, and 226 percent for water resource area. The water source area takes the total cost of the ecological water transmission control. The intake area should pay a compensation of RMB2 258 63748 annually to the water resource area.
