资格认证视角下的林业关键岗位人才问题与对策研究

Study on the Problems of Talents on Key Positions of Forestry and Their Countermeasures from the Perspective of Qualification Certification

  • 摘要: 林业面临的新形势、新任务对林业关键岗位人才的能力、素质提出了新要求。为了在林业基层打造一支能够 胜任本职工作的林业关键岗位人才队伍,防止林业人才断层,立足重点国有林区四大森工集团的专题调研,通过抽 样调查、典型调查和访谈等方法,对林业关键岗位人才队伍现状、存在问题及其成因进行了深入剖析。并从领导机 构、组织管理体系、政策制度、培训体系构建和资金保障等方面提出林业关键岗位实施资格认证制度的对策建议。

     

    Abstract: The new situation and new tasks faced by forestry has raised new requirements for talents on key positions of forestry. We organized a research group in order to build a qualified talent team of the forestry key positions in grassroots and to avoid the shortage of such talents. Through investigations on the four key forestry industry groups, and by means of sample survey, typical survey and interviews, we made an in-depth analysis on the current situations and problems of forestry talents on the key positions as well as their causes. In the end we put forward specific countermeasures and suggestions from the aspects of leading organization, management system, political system, training system and capital guarantee.
