Through reading historical materials of reclaim and cultivate in Kaiyuan and Mengzi district, the authors clear up historical materials including historical process of the establishment of Kaiyuan and Mengzi Reclamation Bureau, the government notice on Kaiyuan and Mengzi reclamation drafted by Chairman Longyun, the implementation situation of projects and assumption of development of this district.
