Empirical Study on Evaluation of Transformation of Scientific and Technological Innovation Ability of Colleges and Universities in Beijing

  • In recent years, science and technology innovation plays an important role in promoting scientific and technological progress and economic development. How to improve the transformation ability of science and technology innovation is the main factor affecting the development of science and technology in China. Currently, evaluation studies in Chinese universities mostly focus on the evaluation of university teaching and research but lack of the research of innovation transformation. This paper analyzes four factors influencing transformation of technology innovation, i.e. the input of scientific and technological innovation, the enthusiasm of researchers, the arrangements of university research system and the market transformation system to construct the index system of the transformation ability of science and technology innovation. Using fuzzy comprehensive evaluation model, empirical study on transformation ability of science and technology innovation in six universities in Beijing are carried out. Countermeasures are proposed for universities to promote the transformation ability, such as strengthening the commitment both in financial support and RD personnel, establishing an effective incentive system.
